The directive issued on October 30 calls for inspecting or adjusting school routes as necessary, establishing a communication system, and including region-specific protocols for handling bear incidents in school crisis management manuals. A copy of the 'Bear Encounter Protocols' guide, created by the Ministry of the Environment in cooperation with officials from Hokkaido, Hanamaki in Iwate Prefecture, and Oga in Akita Prefecture, was attached. With bears appearing on school grounds, education officials have had to deal with the situation. On October 29, a bear was caught on surveillance camera colliding with the entrance of a public elementary school in Nanyo, Yamagata Prefecture. Bears have been seen in various areas, causing numerous human injuries. Among the advice provided were: 'If there is a possibility of encountering bears on school routes, consider having parents accompany, temporarily closing schools, or offering online lessons from home', 'do not carry food while traveling', and 'if you see bear tracks, leave the area'. In addition to some known effective tools like bear bells and bicycles, the idea of using empty plastic bottles was also proposed.
